The purpose of this study is to identify the effects of job quality at the individual and organizational level on organizational commitment in the aspect of industrial psychology and work satisfaction in the aspect of sociology of labor, as well as whether the influence would differ according to using facilities and living facilities. Data were collected by mail with 1,492 workers at social welfare facilities and institutions in Busan from December 6 to 31, 2010. Of 1,492 questionnaires distributed, 886 from 143 institutions were used in multilevel analysis, which was followed by analysis of unconditional model, unconditional random coefficient model, and conditional model for organizational commitment and work satisfaction. As a result, social workers recorded a high level of organizational commitment and work satisfaction when the working environment was safe and a emergency manual had been prepared. Secondly, their organizational commitment rose according to higher occupational prestige and participation and right to speak. It had greater impacts at using facilities. Finally, their work satisfaction grew along with higher salaries and fringe benefits. It had greater impacts at living facilities. Those findings led to implications regarding the improvement of job policies and working environments at social welfare organizations and the human resource management.

Social problems that rich-poor gap, inequality of opportunity, polarization caused inequality and unfairness have reached the worrying level which is too high to be neglected. Accordingly, electoral commitments for welfare have appeared in recent elections, through which universal welfare starts. However, they are criticized for ``populist beneficial welfare`` just for elections under the condition that their ideological basis are still vague. In fact, since it is not easy to make a social agreement on universal welfare, we experience severe conflicts between generations surrounding the basic pension and the national pension financial integration. In addition, local governments offer considerable resistance to the funding problems caused by the introduction of free child day care etc. Like this, since the universal welfare programs are widely improvised as just for ``gaining a vote`` without the ideological base of welfare system and social agreements between generations, there are concerns that the initial designing process for universal welfare system is to be in danger of going down with the swamp of a rough-and-ready. This study first tries to review the implications of a necessary base justice and a taxation justice as an ideological base of universal welfare and a social agreement framework of realizing a fair society and a taxation justice, and reconstruct some principles of justice by adding the review results to performance-based justice and equality of opportunity. Continually this study argues that the reconstructed principles of justice should certainly get settled under what kinds of welfare institutions. Lastly, after reflecting on how much those principles are applied to the Korean welfare system, this study discusses some policy implications on the institutionalization toward universal welfare in order to make up for something that is inadequate in the application of the principles of justice.

This study deals with a desirable direction and strategic options that the New Government of Korea has to consider of the National Projects to reduce everyday risks such as 4 major hazards (SV/AS: Sexual Violence/Assult, DV/IPV: Domestic/Internal Partner Violence, School Violence and Unsanitary Foods) in civil life. First, an analysis of the characteristics of the risks is performed to address an appropriate framework to response them. With the concepts and theory of resilience, the study presents first the long-term vision of social transition toward safe and resilient communities and the development of the 4 policy domains, namely mitigation, robustness/prevention, response and adaptation. Moreover, a review of the current policy direction/instruments in terms of the National Projects under the framework above is followed by a series of policy suggestions including proactive mitigation, adaptive policy decision process, activation of bottom-up or governance activities, and etc.

The purpose of this paper is to analyze a phenomenon of the Korean media and broadcasting market oligopolies after allowing the combination of newspaper and broadcasting based on analysis with regard to not only the major corporate governance and management but general service channels. The political economic perspective over the media focuses on analyzing the ownership concentration as well as the newspaper and broadcasting oligopolies phenomenon. At the same time, the conservative newspapers that occupy on the Korean newspaper market for the most part the major shareholders of which have a strong influence, and the main enterprises go forward already for the horizontal integration. On the other hand, the general service channels, which founded in a history of more than one year and six months and deals the programs with news and current events mostly, show the excessive partiality and propaganda on broadcasting contents. These all are expected to have an negative effect on forming healthy public opinion. Therefore, it is required to make various efforts for acquiring public concern on the media.

The practice of peace education is required as alternatives to establish the culture of peace in the age that anti-peace phenomenon, such as the threats of war and terror, the heightening of tension within Korean peninsula, deepening of violence and conflicts of the society, have intensified. Particularly, it is considered significant for women who are the most vulnerable to the violent and anti-peace conditions to empower their capacity of peace to be a leader of peace realization through enhancing their peace consciousness and exhibiting maternal instinct abilities of peace-loving and the women``s inherent sense. Thereby, the present study investigated the necessity of peace consciousness and peace education of college women students and produced the preliminary data for developing the peace education for women students by exploring the relevant elements. To do so, 1,000 students of first grade to fourth from S Women University in Seoul were surveyed. Seventy eight percent of the respondents reported no experience of peace education, and most of the peace education which the respondents received was workshops and special lectures. The rate of the respondents who received peace education as a regular course was low. The percentage of the respondents conceiving peace as the concept in the "individual and microscopic perspective" was high while the perception of "proactive peace concept" was low. The level of perception of the element threatening peace directly relevant to an individual was high but that of the macroscopic perception was low. However, it was proven that the grade, major and peace threats, in the order named, were the influencing variables as a result of examining the variables relevant to perception of the necessity of peace education by using multiple regression analysis. Based on the research findings, this study suggested the plans for peace education for women students.

This article aims to analyze a process of community development based on community business using a collaborative governance approach. Wanju - gun is analyzed as a case. A driver of cross-sector collaboration is a mayor``s leadership who draws attention to a new strategy of community development. The residents`` participatory process in long term development planning enhances their understanding of new policy. During the project to investigate the underlying assets, local residents have formed a consensus on community business. The intermediate support organization is made in the form of public-private partnership and tries to strengthen the capacity of local residents. In particular, the intermediate support organization links residents with professionals and the local people with similar interests. It is important to form a collaborative governance for institutionalization of community business in Korea.

In this paper, we critically survey what E. Ostrom has tried to solve and how she has done it on the basis of the major work done by her throughout academic life. We identify two major aspects of her approach differentiable from the (traditional) rational choice new institutionalism: path dependence and emphasis on informational impactedness, whose foundation is greatly attributable to the related disciplines surrounding public policies such as economics, sociology, evolutionary biology, psychology, etc. We examine both aspects in building up successful institutions or public policies and derive its implications for policy formulations and evaluations.

In this study, various Creative City theories are explored for urban renewal strategy, to define the meaning of creative city. R. Florida asserts that connecting creative talents to new ideas, high-tech industries, and regional growth would be the key of creative economic growth. However, this kind of creative city strategy may not be the sustainable option in terms of negative externality such as deeping social and political polarization as time passes. The target areas of this study are Busan, Barcelona, Kanazawa and Jeonju. This study tries to find the factors of urban renewal strategy in target cities. In this study. it is found that cultural industry induces capital and people into the target areas. In the previous research, the fact that the meaning of creative of cities could be differentiated according to time and place might not be examined.

This paper aims to analyse the drift found in Korean policies for the Government Research Institute (hereafter, GRI), with special attention to the recent governance reform policy for GRI. The study adopts its approach to the cause of policy drift from the Veto Player Theory, given the fact that the decision making process of GRI reform involves multiple players who can exercise rights to veto. The policy making of GRI reform saw its main player changed successively, as it was civil experts in the first, ministerial bureaucrats in the second, and the Parliament and opposition parties in the third stage. During this process the Ministries, who play de facto the most important role, rather than making initiative or a-step-forward reform measures, prioritized their bureaucratic interests and took a responsive posture. The paper argued that the GRI policy drift is largely attributable to the absence of a cohesive policy network to lead reform initiatives and to overcome veto playing in a multiple-party decision making system. In addition, the GRI reform case itself shows the characteristic of bureaucrat-centered decision making in the Korean policy process.

This article examines the impacts of citizen satisfaction with local public services on community Quality of Life (QoL), based on survey data from the city of Sioux Falls, SD. Before estimating the impacts of eight satisfaction variables, this study employed multiple imputation for dealing with missing data. As results, the type of citizen satisfaction that can be chosen by citizens to use a service such as library service, leisure service, and social welfare service have positive effects on citizen perception of community QoL. It turns out that local government should significantly consider the quality of public service which is more closely related to meet individual citizen needs and desires.
